This old obeservation deck is part of a 1909 construction designed by the architect Alfred Massué. Art nouveau influences can be seen in the curving facade and the use of iron and floral designs.

The architects Luis Caffarani and Eduardo Vainstein recovered the observation deck when designing the new modern building with glass walls.
